SUMMARY

Under general supervision, produces and hosts daily radio show, writes, produces, and curates KBEM news and public affairs content and programming.

  • Creates and hosts a daily morning show for KBEM radio and digital platforms.

  • Gathers and edits school news from students and school sites; mentors student interns.

  • Selects and records Public Service Announcements and maintains accurate records for FCC reporting.

  • Hosts or emcee’s KBEM-related functions and events as needed.

  • Responds to listener inquiries about music via phone, email, and social media.

  • Interviews and records news-makers, artists, musicians, authors, and others for broadcasts.

  • Works independently, and makes appropriate decisions based on experience; performs work within scope of authority and training.

  • Demonstrates courteous and cooperative behavior when interacting with students, clients, visitors, and MPS staff; acts in a manner that promotes a harmonious and effective workplace environment 

  • Enthusiastically promotes the Superintendent’s goals and priorities in compliance with all policies and procedures.

  • Maintains absolute confidentiality of work-related issues, records and MPS information.

  • Other duties or tasks may be assigned on an as-needed basis

  • At times may be required to work outside normal business hours and work extended hours to accomplish requirements of the position.

 

MINIMUM QUALIFICATIONS

Education, Training and Experience Guidelines

Associate’s Degree in Broadcast Technology, Communications or related field; AND 2 (2) years of radio broadcasting experience; OR an equivalent combination of education, training and experience as determined by Human Resources.   

 

Knowledge of:

  • FCC guidelines, rules, and regulations governing telecommunications operations.

  • Current legislative, political, and economic trends in broadcast engineering and radio operations.

  • Local community resources and regional community services programs.

  • Methods and techniques used in the development and production of radio marketing projects.

  • Professional journalistic methods, including research, development and presentation.

  • Correct English grammar, composition, spelling, punctuation and vocabulary.

Skill in:

  • Operating complete spectrum of broadcast equipment, including tape recorders, audio missing board, digital editing machine, compact disc players, turn tables, and audio cartridges.

  • Writing, editing and developing a variety of communications materials.

  • Teaching, mentoring and supervising high school students.

  • Establishing and maintaining effective working relationships with co-workers and clients.

  • Operating a personal computer utilizing standard office software.

  • Communicating effectively verbally and in writing.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Work is performed in a standard office and radio station environment which requires occasionally lifting such articles as file boxes or heavier materials with help from others and/or lifting and carrying light objects frequently. Production & Business Affairs Attorney

Twin Cities PBS seeks a Production & Business Affairs Attorney with entertainment/media law experience to support TPT’s program development, production and distribution activities.  Experience with public media, non-profits and/or government-funded entities a plus.  The position reports to the General Counsel and will also assist with non-entertainment matters, such as commercial contracts, risk mitigation, litigation management and corporate formation, governance and record-keeping.

Major Areas of Responsibility:

  • Provide legal support to content development and production management teams in program production and distribution, copyright and trademark licensing and clearance, publicity and privacy rights, talent and contributor contracts, rights and permissions tracking, content acquisition and clearance, and production staffing/union and guild issues.
  • Draft and negotiate production service and distribution agreements; independent contractor agreements for producers, writers, contributors, talent, educational advisors and outreach partners; consulting and general services agreements; rights acquisition agreements, inbound and outbound clip license agreements, and other production-related agreements.
  • Provide advice and counsel on day-to-day legal matters, including advising on contract issues, intellectual property matters (chain of title, fair use, copyright and trademark clearance, usage and registration), music licensing and usage issues, production releases and location agreements, editorial standards and practices; and advise on production staffing, worker classification, union and guild matters (SAG-AFTRA, NABET, IBEW).
  • Advise on music rights and usage; manage TPT’s music performance licenses, reporting, payments and accounts for BMI, SESAC, ASCAP, and Harry Fox; provide legal counsel, managing where appropriate, third-party production music usage agreements.
  • In consultation with content, revenue and finance department staff, review, analyze and advise on funding proposals; negotiate, draft, and administer production grants, gifts and funding arrangements.
  • Ensure TPT’s activities and operations comply with applicable laws, rules and regulations, with applicable CPB and PBS requirements, company production and development standards, editorial standards and practices, and applicable funding standards, requirements and policies.
  • Provide legal support for TPT’s revenue, membership and marketing divisions, including advising on sweepstakes, contests, promotions, community engagement events and activities; supporting and advising TPT’s fundraising and sponsorship/underwriting sales activities, handling legal clearance for underwriting announcements and sponsor messages.
  • With the General Counsel, assist in improving TPT’s legal function, regulatory and contractual compliance operations and activities generally, including by updating standard legal forms, streamlining work-flows, developing and leading client legal training, and reviewing and implementing policies to comply with FCC, CPB and other regulatory requirements.
  • With administrative assistance, responsible for maintenance and oversight of law department filing system and for assisting the General Counsel, executive team and Board of Trustees with record-keeping, board resolutions and minutes as needed.

Required Qualifications:

  • JD from an ABA-accredited law school, admitted to at least one state bar (Minnesota a plus).
  • Minimum 5-7 years law firm and/or in house experience working on entertainment/media matters.
  • Understanding of entertainment industry and content distribution trends.
  • Ability to independently negotiate, analyze and draft a wide-variety of media- and production-related agreements.
  • Knowledge and experience in copyright law, defamation, rights of privacy and publicity required.
  • Excellent organization, time management and communication skills; sound judgment and strategic deal-making experience and ability.
  • Creative problem-solver with the ability to work collaboratively on cross-functional teams, with a genuine enthusiasm for public media.
  • Proficiency in Microsoft Office Suite.

Preferred Skills:

  • Experience with FCC law, not-for-profits, government-funded entities, CPB requirements and/or PBS funding and editorial practices.
  • Familiarity and/or experience with government contracts and/or grant-funded production work.

Job Responsibilities

  • Present live on television scripted and unscripted news reports; may present live stories from the scene of the news, the newsroom and/or studio or may tape stories for later broadcast.
  • Enterprise and develop stories for broadcast daily. Research and gather content for story. Write clear, accurate and interesting stories. Break down complicated and involved stories so that they are easy to understand. Ensure that any visuals shown are relevant, appropriate and impactful. Maintain standards of accuracy and fairness in news coverage.
  • Write for and maintain strong presence on website and other social media platforms.
  • Travel to the scene of a news story to gather and compile the information into the proper form for broadcast.
  • Complete assignments according to established deadlines.
  • Maintain extensive community contacts and awareness of local and national current events.
  • Make promotional and community appearances as required.
  • Maintain appropriate and strict standards with regard to wardrobe, hair, cosmetics, and other areas of grooming.
  • Write and post stories to website and other digital media platforms. Frequently update online stories.
  • Work closely and respectfully with assigned photographers.
  • Communicate frequently throughout the day and work collaboratively with others in the newsroom.
  • Contribute to the overall team effort to provide the market with the best possible local television journalism. Work in a team environment cooperatively and collaboratively with a variety of people. Build working relationships with co-workers, community members, and the general public.
  • Act in a professional manner when representing the station.
  • Attend editorial and strategic meetings. Contribute story ideas on a daily basis.

Qualifications

  • Previous experience directing live newscasts; 3 years directing/technical directing experience preferred .
  • Possesses knowledge of transmission, broadcasting, switching, control and operations of television systems. Ross Overdrive, Multi-ME switcher, video servers, graphic systems and DVE experience preferred.
  • Some graphic design experience helpful.
  • Ability to work effectively in a high intensity, live environment with a number of people.
  • Proven leadership skills; prior supervisory experience preferred.
  • Able to effectively multi-task with a variety of duties while running the show.
  • Must be flexible and able to deal with unexpected show changes calmly.
  • Able to make decisions and judgments quickly, often in a fast-paced, chaotic environment.
  • Follows protocol well yet offers suggestions as required.
  • Ability to work on short deadlines and in pressure situations.

Job Responsibilities

  • Direct live and taped programming within format guidelines including newscasts, commercial production and station promotions. Operates board.  Assumes responsibility of newscasts and other programs. Offers suggestions for improvement.
  • Read, study and research scripts to determine how they should be directed.
  • Confer and collaborate with managers, crew members, on air talent and producers to discuss and agree to details of production.
  • Responsible for ensuring all aspects of the program are complete before the program begins. Plan details such as framing, composition, camera movement, sound, for each shot or scene. Solves problems at the source.  Challenges others to improve.
  • Along with producer, establish pace of newscasts and sequences of segments according to time requirements and accessibility. Ensures program runs smoothly during live broadcasts.
  • Handles last minute and unexpected changes in a professional, poised manner during live broadcasts. Communicates calmly, quickly and clearly to all involved as needed. 
  • Maintains high knowledge of equipment. Notifies Operations Manager of equipment needs and problems.  Ensures equipment is maintained. 
  • Keeps up to date with new technology by reading trade publications and attends local equipment demonstrations.
  • Supervise and coordinate the day-to day work of news production staff. Includes training, communication of instructions, resolving conflicts, managing performance, investigating concerns.  Works in concert with and makes recommendations to Operations Manager and Director of Operations on employee performance, disciplinary action, performance reviews and increases. Works with employees to bring performance to a higher level by communicating standards, offering assistance and advice, and discussing individual performance on a regular basis.  Keeps lines of communication open at all levels.
  • Work as a team player. Set a positive attitude and example. Foster a spirit of cooperation and helpfulness with news and other departments. Develop professional relationships with employees of other departments.
